In recent years, there have been significant advancements in using powerful artificial intelligence (AI) in automated systems, creating opportunities to enhance public benefits program administration. On April 29, 2024, the U.S. Department of Health and Human Services introduced a plan to encourage responsible use of AI in administering public benefits by state and local governments. The plan addresses concerns such as privacy, safety, security, and potential bias, providing valuable guidance for AI system developers. It was developed in response to the Biden Administration’s Executive Order[1] on the Safe, Secure, and Trustworthy Development and Use of Artificial Intelligence. The plan offers recommendations for government entities and technology vendors on selecting, designing, and managing AI for administering public benefits and services. 


[1] The Executive Order focused on the implementation of AI in the healthcare industry and the security and reliability of data handled and produced by AI-based healthcare technology systems. The Order mandated the establishment of an AI Task Force by HHS. This Task Force has been tasked with creating guidelines and detailed frameworks concerning AI and AI-driven technologies within the healthcare field. This includes areas such as research, the safety of drugs and medical devices, and the provision and funding of healthcare services.
